Commissioner Spicer, Commissioner Mayo, and Commissioner Thurlow were present at a regular meeting beginning at 8:30 a.m. The minutes were reviewed and approved as printed. The payroll was reviewed and approved in the amount of $126,671.68. Bills in the amount of $12,680.20 were reviewed and approved.

Abatement 08A30 in the amount of $10.22 and Refund 08R09 in the amount of $39.02 were reviewed and approved by the Board.

Deanna Turner, Extension Agent, met with the Board to report on several programs such as Food, Nutrition, and Health & Safety that have been held within the last month. Also Mrs. Turner has worked with many clients on the Medicare Part D enrollment. Clay County will be hosting 4-H District Day on February 28th and 4-H Club Day on March 28th.

Jami Williams, Economic Development Director, and Andy & Ann Hogan presented an application to the Board for the Clay County Economic Development Incentive Program to help with the renovation of The Rex Theatre. Commissioner Thurlow made a motion to approve the Incentive Application in the amount of $2,500. Jerry Mayo seconded the motion. The motion passed unanimously.

The Board adjourned at 10:40 a.m. to attend the luncheon at Fort Riley with the 4th Infantry Brigade Combat Team. This was a very informational meeting for all who attended.

The Board reconvened at 1:30 p.m.

Steve Liby, Highway Administrator, met with the Board to give his recommendation on the tire bids that were received last week. After discussion Commissioner Mayo made the motion to purchase the grader tires from Allied Oil in the amount $14,439.96 and all other tires from Bud’s Tire in the amount of $24,218 Commissioner Thurlow seconded. The motion passed unanimously.

The Board approved the annual contribution of $2000 for contracted environmental services provided to our County by Rural Lakes Region, LEPP.

Sharon Brown, Clay Center Mayor, Jon Siemers, Fire Chief, and Bill Robinson, Police Chief met with the Board to present an agreement between the City of Clay Center and Clay County to obtain radio frequencies and all codes that would allow for the installation on all radios. The Board granted permission and the Chairman signed this agreement.

The Board will meet on Tuesday, February 17th due to Clay County being closed for President’s Day Holiday on February 16th.

The Board adjourned at 2:40 p.m.
