Commissioner Spicer, Commissioner Mayo and Commissioner Thurlow were all present at a regular meeting beginning at 8:30 a.m. The minutes were approved as printed. Payroll in the amount of $145,896.71 was reviewed and approved. Bills in the amount of $175,216.12 were reviewed and approved.

Arnie Knoettgen, County Maintenance, met with the Board to discuss the snow removal on County Properties. The Board authorized Mr. Knoettgen to spend up to $1,000 out of County General to purchase a snow blower.

Commissioner Mayo made the motion that all hourly employees will receive an increase of 15 cents per hour and Elected Officials and Department Heads will receive a $300 a year increase. This will be effective with the payroll being paid January 11th, 2010. Commissioner Thurlow seconded and the motion passed unanimously.

The Board approved a transfer on the following line item in the General Fund: To make a transfer of $15,000 out of Election Fund to Equipment Capital Outlay Fund.

The 2009 Amended Budget Hearing was held at 10:00 a.m. with no one attending. Commissioner Thurlow made the motion to approve the Amended 2009 Road and Bridge, Special Bridge and Clay County Rural Highway District Budgets. Commissioner Mayo seconded and the motion passed unanimously.

Chuck Dunn, Sheriff, met with the Board to give his weekly report. An Agreement with Sedgwick County Jail to house inmates was reviewed and signed by the Chairman of the Board.

Steve Liby, Highway Administrator, met with the Board. Mr. Liby gave a report on snow removal from the last snow storm. The department worked 32 ½ hours through the Holidays to open roads so at least all residences had one way in and out. This covered 685 miles in Clay County. There were three loaders, nine motor graders, and seven trucks out removing snow. The County will go over all mail routes, bus routes, and emergency routes again to try to widen out the roads. No dirt roads will be worked till these routes are finished. The Department reported no major break downs on equipment. The Board signed a resolution transferring all remaining funds after the 2009 bills are paid in the Road and Bridge Fund to the Special Highway Fund.

The Board adjourned at 11:30 a.m.
